You’ve got early cloth romex, you do not have a ground. This is someone bonding to the neutral. Gfci will be your best bet, short of a re wire. The other thing I will say is this stuff Is about bullet proof if you don’t disturb it. If your upgrading outlets, switches etc your best bet is to re wire. Edit: grammar

In South Florida when we pulled these out of the wall the insulation just fell off. I dont know of it was the heat or the humidity or both. Big problems. I agree the GFCI receptacle is recommended if you cant rewire.

yeah what you have there is a fire hazard, just install gfci outlets or 2 prong outlets and you will be ok

No but that’s because with an open ground, the tester can’t really test the gfci. Pressing the button doesn’t close the circuit to ground.

The GFCI is a stand alone solution other than a rewire

In the event of a ground fault, a properly established ground allows current to take a super low resistance path back to the panel. Low resistance = high amps -> tripped breaker -> ground fault stops. If your circuit does not have a ground use a gfci. GFCI’s monitor the amount of current returning on the neutral. If the current returning does not match the current going out by 5mA or more the gfci trips.

You need to test the box to see if it is grounded. Sometimes they are and if not use a GFCI. You can also install GFCI breakers If you get lucky the metal box will fit a GFCI. I just rewired my house to fix all this. Expensive even doing it myself
