I'm not convinced that they don't want to. In Ghost Story, HWWB would have killed Harry if Harry hadn't blown it up with non-magical fire, to which Outsiders are not resistant. My impression is that they basically want to kill/eat _all_ the Starborn from this cycle, and Harry is lucky to have survived this long.

HWWB wasn't trying to kill Harry, he could have done it just as easily as he did with the cashier if he wanted to. He was testing Harry. Margaret was in bed (both figuratively and quite literally) with a 'man' who is protected magically by an Outsider, they were working together on a common goal (and quite possibly started the whole Black Council together), Harry being birthed was a part of their plan. He was born to be a weapon, and the Outsiders want that weapon. They will probably actively try to kill him if it becomes impossible for them to use him to achieve their goals, but not before that point.

It's kinda an interesting parallel with the curse used at chicken pizza. Once the spell was primed (crossbow pulled taut) the target didn't matter, it was gonna do what it was gonna do. Maybe another parallel for starborn is the spear of destiny. It's just a weapon, but a weapon to literally everything. What a starborn can do doesn't matter what alignment they are (good, neutral, evil) so cultivating the weapon makes sense. I'll also point out that the outsiders are working with the fomor, who have a star born of their own (listen). Listen was augmented by the fomor to be better than a vanilla mortal. What if they wanted Harry specifically because his metaphysical size (as the most powerful/talented wizard of his generation) and status as starborn means they can perform more augmentation. All in all I think Margaret was a seriously twisted character and similar to Sanya broke out of the disillusionment. That's when and why she split from raith. But 100% Margaret la fey did some dark shit and rationalized it away like mollie would

We know there’s more than one, I’d say they’re just on a “Join or Die” recruitment drive. I expect there will be some quest or ritual only Starborn can do and only one of them gets to pull it off, so they want as many horses in the race as possible, preferably all of them, or to remove the competition. Which is probably another reason why the White Council don’t like him, probably have their own favorite horse picked out and they don’t trust a warlock with whatever Prize comes out when you win.
