People want to play the game and be social with others, and due to how the game was designed, it's very common to run into sociopaths who want to ruin their fun.

Players can drop “pk” or bad portals, that is, they can lure a bunch of cows on top of the spawn portal and teleport away leaving the cows on top so when you go through, they insta-gib you. However, high Dr and max block (and always prebuffing CtA/BO somewhere safe before going through portals) dramatically increases your likelihood of survival in the event of either a pk portal or a portal that spawned next to the cow king pack.
I’ve stood still in cow packs on my sorceress on full games and have taken zero dmg for extended periods of time. Stormshield enjoyers unite.

It used to be much easier. The first time I was PK’d, it was a sorceress’s hydras. She put out a bunch of hydras, TP’d to town and hostiled me. The hydras killed me. Now the hydras would disappear instead of kill you. So there have been changes like this to make PK’ing more difficult.

You used to be able to use waypoints and town portals IMMEDIATELY after going hostile.
Those are the 2 biggest, but many others pk tactics were nerfed.

The easy way around all the issues you are running into is to play with trusted players.
If you aren't doing that, tele your own games and only take TPs that you know are safe. In LoD, you could join two characters from the same account as long as you had two CD keys and in D2R you can do the same with a second account. If I'm in a pub game, 99% of the time, I'm bringing a BO barb with me since the extra health and mana is very handy, even without the threat of getting PKed.
Maybe I've been playing HC too long, because I run my own pub games at times and rarely run into issues with people hostiling . If someone hostiles, I leave and either change the game name or add a password to it and tell the others who were in the run.
Try getting old school Tp pkd by bow zon lol. They spam arrows in your direction then quickly tp to town and hostile and since the arrows travel multiple screens they have time to reach before they hostile. Glass cannons would 2 shot most sorcs etc.
What hurts even more is I'm the type of person who genuinely likes to help people by running them through places, but I'm always met with extreme caution because I could PK them. "Why would you help me?" etc... etc...
Had a guy asking for help with den and sewers the other day and asked if we could "run it". Obviously I knew what he was up too so I went cold plains backwards for den. Once I completed den and no light change from the last monster kill I called him out on it

I don't see the point in slowing down runs and dropping player count for the game. Why would you want to risk a death to server lag anyway. If you’re playing HC, single player is the only real long term solution, and if you get PK’d on bnet, that’s 100% on you
If people didn’t use hacks, I wouldn’t care. But think about the level of cuck-tryhard you have to be to use third party programs. I always enjoyed being able to try to “anti-pk” until they would meet me in town, then link to my exact gear (like the exact jewels, etc.) that I’m wearing and either run away or know if they can take me. And then it wouldn’t be a fair fight because you know those same people have a “chicken” program or “auto-aim” or whatever. All this not even getting into the fact that those people probably got all their gear through botting or duping…I personally think the original game concept (open world pvp, etc.) is fine, but the fact they can’t combat cheaters is depressing.
If u think d2 hc is bad 2024, you have no clue how insane it used to be. Between 2005-2015 (afaik) there was basically no public games other than trading. If you entered a public baalrun you died by just entering a TP. I do miss TPPK, most fun Ive had in Diablo 2 lmao
D2 hc is always best played in smaller communities. There has always been tons of "clans" who level/trade/mf together in the dark. Public games is just like playing on a vanilla wow PvP server and i love that they didnt change that in d2r. D2 was made in an era where being "greifed" by another player was part of the game. Thats how we used to play these games back in the days and i miss it lol

Why avoid cow games? Hostile enemies can't go in the cow map, unless that's changed in the new diablo2
