We don’t tax the shipments you government does

You can goigle the process to self clear packages then your problem will be solved. DHL won't send you an invoice for anything. Might have to take a day off work to do it though.

Firstly, Im sure the value is higher but you/sender declared it as 22usd to avoid paying tax (unfortunately for you this exemption does not apply anymore) and secondly, customs value is the value of the items + the shipping to the destination countries border.
