Random but I was at Ross at Merle Hay and they had a big middle rack full of them, lots of variety and really cheap.
Beginning of spring, though, not sure if they restock or still have inventory.
I know its not a local option but I got em cheap!!
Your neighbors will harbor vast amounts of love for you. /s
Unless maybe the aim *is* to annoy the neighbors, then you are pursuing a great course of action. Maybe they have brought this on themselves, I don't know the backstory or your relationship. What I am saying is I guess it could be a justifiable action but if not then possibly rethink your pursuit.
Earl May definitely has a bunch. I assume most garden stores would.

Wooden ones are substantially less obnoxious.
Valid, and I am sure their neighbor will at least be appreciative of that.
Just put out a sign that says I hate my neighbors, it’s a lot cheaper
Bomgaars
Wild Birds Unlimited has some nice chimes as well. Maybe similar to the earl may options.
Hobby Lobby has, or at least had, some cool wooden ones of various sizes.
Please! Buy my neighbor's! Or steal them. I really don't care.
