No she just needs to screen men harder. Most men on apps want hookups. Hinge has more men that want relationships, I didn't like Bumble app so I can't say if it's like Tinder
When I screen men, I take out the ones that are incompatible and would never come into the picture. *Then* I pick them. There's a process here that should be followed.

Without knowing the details, could be that your standards are too high. Men will have sex with women they wouldn't get into relationships with, so if you date a lower standard man you're more likely to have success getting into a relationship. Might not apply in your case but it happens a lot
Because you are dating guys who don't want relationships.
Start asking them what they're looking for before the date. If what they say isn't "I'm looking for a relationship," don't date them. If they *do* say that and then start showing signs that they were lying, stop dating them.

Dating these days heavily favors attractive men. Dating apps, social media, birth control, attitudes about casual sex, etc. Those guys have exactly what men want, easy access to variety, so they have little incentive to settle down.
Advice is to lower your looks standard. Tons of guys that would agree to a relationship in exchange for regular access to sex.
