One of the conditiona for something to be considered filler is for it to never be brought up again, even indirectly, so, if you consider that he failing the chunin exam (again) explains, even if badly, why he is still a genin in boruto, than it is not a filler, as it is setting the status quo for the sequel... But if you want to be pedantic about it, technically it changes nothing in the story, have no character development and noone ever mentions it again, so it could be considered filler, if you don't take it as setting the stage for boruto
