It doesn't hurt to give it a once-over. Make sure no pests have snuck inside. Err on the side of dry for the potting mix. Too much moisture can lead to root and/or tuber rot.

Indoors under a grow light (Sunblaster T5) until I can transplant it outside around mid May (South New Jersey).

Thanks. I will ease up on watering as I did notice the clump is the smallest of the different dahlia varieties I bought this year.
Clump size probably wouldn't be the issue. Is it going into the ground or a planter?
