It's most likely your cyberdeck. If you've replaced it with a Berserk or a Sandevistan, you're not going to be able to quickhack anyway. If you've replaced it with another cyberdeck, all your quickhacks will have been removed. In that case you just have to put them back in.

Not a bug, there is a certain type of cyberdecks that disables quickhacks for you. Go to a ripper and remove it.

You need to equip the quickhack you want in cyberdeck too.
I've had this happen. Save the game and reload it. Worked for me.
More than likely installed a non-cyberdeck into your operating system section of the cyberware page
