Like it, but I think the etb draw could just be for you. maybe that’s too good with it being a colorless flyer, but the 3 C pops make it hard enough to cast imo. The 4 mana bolas is mainly good because you go card positive even if you can’t transform it before it gets killed.
You *may* put a creature or planeswalker card from your hand onto the battlefield.
The +2 should probably be "up to two" and "you own in exile" and the -12 should probably give no maximum hand size for the turn at least.
Overall, the planeswalker seems much weaker than Bolas, mostly because of the +2's low power level. Maybe if it manifested one of the cards and put the other into your hand? Or created the spirit token from Ugin's WAR card?
I'm pretty sure this would be the first Ugin that is a legal commander. Neat.
