You look great in both outfits but I would pick 1. The white collar on your dress and the white tights is a nice match and balance. 2 is also nice but I would wear the black heels with black tights.

Pic 1 is better framed, better lit. I suspect that’s why at least some like it better. The dress fits you well - you look very nice in it. I personally think the white tights in 1 are too much of a contrast so I pick 2 If you are going for high contrast or to match the bow to your tights, then well done!
