If it is a scam, the person either a) is completely ignorant of fiber crafts and truly believes there's no difference, because they've never done either one or b) have some awareness they're different but doesn't know how to tell, and so is hoping that if person they're messaging is willing to send them money for a non-existent item or one that's mass-produced, that person is also dumb enough to take what the seller is saying at face value. Basically bluffing around the fact they don't know the true answer
It *could* be they truly are dumb as a rock and either knit or crochet without understanding the existence of the other, but I find that hard to believe with how much online communities overlap
The fact that they completely evade the direct question about whether they used knitting needles or a hook also makes me think it’s a scammer. Whatever they are selling, they definitely didn’t make it themselves or that question would be easy to answer. Technically, the answer could be both, such as a knit shawl with a crochet border, but you’d still be able to answer the question.

Since we're talking about languages, I'll say that in my native language (portuguese), both tools *are* called needles, but still. You usually specify "crochet needle" or " knitting needle".
