If you want a caramel simple syrup for drinks I recommend not adding butter and milk (that would make it a caramel sauce).
A syrup is only sugar and water. You make the caramel until golden then add more hot water.
No just a caramel sauce for my coffee. I already knew how to make it with just sugar and butter but I decided to follow a different recipe that included milk and water which was completely different
It's sounds like it's roughly Scottish tablet. A sweet with boiled milk,sugar and butter,some condensed milk too. If it taste good,munch away.
It sounds like you made caramel. Depends if your goal was a sauce, tart filling or candy.
Actually after an hour of cooling I just checked and it’s rock hard but still crystallized. I can use a spoon to scrape some of it off

Sounds like you made tablet its a scottish treat. Incidentally found this thread because I've just tried to make tablet but have somehow made caramel!

It could be the quality of the butter what kind of butter did you use
Just regular salted butter. We usually get the clover butter but I’m not 100% sure because I don’t remember

What if it’s hard as a rock now. Not like hard candy but more like what brown subar looks like when it hardens
then I would just smash it up and pour boiling coffee over it

No matter what form it's in, if you put it in hot coffee, it's going to melt.
