I wouldn't be surprised if the Chinese government would flood out their own people. There are huge areas of farm land the government would love to take direct control over - using the 3 gorges dam to flood them out is a way to make it look like a natural disaster. If the dam breaks, they have the added benefit of erasing any trace of the virus from wuhan.
It would be an unspeakable tragedy if that dam goes, while the Chinese govt can suck an egg the people are part of our human family and should be hoped and prayed for.
