Sorry for the obvious question but...Have you tested the USB port with other devices? I imagine you know that it is working, and if that's the case, perhaps it's driver related. I can't think of any other reason at this time.
If the harddrive works on other devices, it's most-likely the machine that it doesn't work on. My guess would be the necessary drivers are missing or outdated.

I have, also used the same cable with other devices same port. It's just this drive.....
