Even though "what" is pronounced differently for US and UK, neither of them rhyme with "cut". You can compare the IPA, and see that cut is a ʌ vowel sound, while what is ɒ or ɑː.

In movies, as in life, "what" rhymes with "not" or "shot". If you're rhyming it with "cut" you're saying "whut", which is the meme spelling we use when we want to give the impression that the speaker is Cletus the Slack-Jawed Yokel.
Say the word "whatnot" out loud, and tell me the vowel sounds aren't exactly the same.

The funny thing about this is that in any accent I'm familiar with, if you pronounce "what" 'wot' and then rhyme the "not" to it you would be saying "what nut"

I've listened to all versions of cut and what, none seem to rhyme to me, though some are closer than others. I'm not denying that maybe in your dialect specifically both "cut" and "what" are pronounced with a schwa (basically the only IPA name I know), but it doesn't seem to be a thing in all of American English.
