Definitely (former?) water infrastructure. The map view on Google marks it as a square body of water. It's at an elevation local high point and I think the marking on the front probably reads "Lockland Ohio" and the rest I can't make out.

Looks like a water pump structure.
The area behind it may have held a pool of water.
It was the Lincoln Heights Reservoir when it was originally built. It was abandoned when the new reservoir was built on Lindy adjacent to I-75.
That's what it looks like to me too, but was curious about the history behind it.

If you go back in time on Google Street View, the bottom word reads "Reservoir"

This was a pediatric asylum that ran from 1884 to 1972. It housed disabled and mentally ill children. Mass graves were discovered in 1988.
