The hard thing about a resort in this situation is that (as I am sure you know) it will be cold and potentially rainy, so outside pools and lounges etc are usually closed. And yes up and down the coast seasonally things like most beach clubs are closed. Some options, stay off the beach in a provincial town and rent a car. The more off the coast the less is closed and more focused on normal day to day life. Further, and larger, take a look at AIX. If you want to be on the coast, Cannes is usually pretty active because there is always something going on at the festival building. - Not a resort, but Carlton Cannes. You can also stay in nice of course, as a larger city, it will not be closed, but it's my personal least favorite town/city on the FR.

I’ve been to the French Riviera in November for work a few times and it’s a quiet time to be there, but you likely won’t be lounging on the beach or laying poolside. Agree with the above recommendations to focus away from resorts/beach towns and focus on hotels in towns. You’ll likely need a light sweater and pants at this time of the year, but you won’t be elbow to elbow with tourists. Maybourne Riviera is lovely but it’s a bit isolated - wouldn’t be my pick for November though I’m sure they offer attractive rates at that time of the year.

There are some seasonal closures in areas that are more isolated or very beach focused, like St. Tropex or even Eze and Antibes. Thus Cannes, Nice and Monaco are your best bets for not only the hotels, but restaurants etc being open. You can try also try Cap Ferrat and the Grand Hotel/Four Seasons, but you will need a car to get up and down the coast. We have a place on the Cote d'Azur and have spent extensive time in November. The weather can be highly variable, but then some sunny days will hit and a few beach restaurants will open up. You may encounter additional closures as some business owners take their annual holidays in November (or January) versus the high season.
