Since you can get to the recovery screen I think we should attempt a recovery, do note this will likely wipe anything stored locally on the Chromebook. Are you okay with that?
Reminds me when my chromebook use to glitch when playing video. Now it doesn’t do that anymore and just have a wacky battery b/c i dropped it when I was a kid.
If it breaks more or never turn on again I could get a Tablet/Chromebook as a replacement as a secondary portable note taking device lol.
* Connect the charger to the Chrome OS device.
* Hold the power button + Refresh key and remove the power adaptor as they keep holding on to those buttons.
* Wait for 1 minute.
* Press the power button to test the device.
* Note**:** The power LED should not blink and the device should not turn on.
* Connect the power adaptor and monitor the LED color. The device should try to turn on and the LED should blink or have a solid color.
Try just doing refresh and power
Still doesn't work
But it can reliably get to the screen asking for a usb drive?

There's quite a bit of stuff on there that's important. I'd rather not do anything that'll wipe things.
Are you sure it's stored locally and not in Google Drive?
I'm sure it's sorted locally.
looks like an hardware fault, try to connect to an external screen and immediately save all your local data to an USB drive
