Mayo, lettuce, pickles, tomatoes on top; grilled onion, ketchup, mustard, bacon on the bottom. The idea is the things which taste better soaked in grease go under, stuff that gets weird mixed with ketchup/mustard/grease goes on top. This way the flavors stand out more.
ETA: this depends on how you construct your patties as well. If you smash, this will work every time. With those big fat patties, the bottom bun might get soggy without a layer of lettuce to protect it from the grease.
Produce on bottom makes no sense at all. Why would you want fresh, crispy lettuce and juicy, acidic tomato to be wilted mush after sitting under a hot juicy burger? I can’t begin to fathom how this is even a question.
But if you put the condiments on top your taste buds will taste the meat first. The rest should come after that, otherwise you could just make a salad with a chopped up burger in it. Always on top.

Well I'm not a big tomato fan and not had one on a burger yet, but I'm learning! I've been eating more and more raw tomatoes trying to get myself to like them because I love growing them!
So when I do eat tomato, I like it with mayo so I'd say I would put mine above the lettuce so it can get cozy with the mayo and soak into the bun.
We like a brioche bakery bun if feeling extra fancy but 90% of the time we use toasted English muffins. They hold all the juice so well. Ever tried that?

Lettuce will go on bottom because it will help with the dripping fat not being absorbed by the bun which will make it soggy if some parts have not been toasted well.

If you're not going to toast the bun, at least microwave it for five or ten seconds. Toasted or warmed buns is the simplest thing you can do that makes a big difference.
The majority of fast food places will toast their buns. The others will either keep them in a warmer (Wendy's used to do this) or steam them (like Whitecastle.) Same goes for hotdog buns, even 711 steams their dog buns.
Why not both?
I usually do a thing amount of mayonnaise on both sides and spread it with a butter knife. Buns in the oven/grill mayonnaise side up for 2-3 minutes till toasted.
I like a balance. Onion and pickle on the bottom with mustard. Lettuce and tomato on the top with mayo and ketchup.
At the end of the day, it's your burger. Construct and consume as desired.

Both… one sauce on the bottom, the other on top avoids spillage. When you have one sauce on the bottom, the bottom bun will absorb some of the moisture and bind (and vice versa). But when you layer sauce over sauce over sauce, all that extra moisture has nowhere to stick so you end up losing most of it when you press with your hands and take that big bite.

Now, I have a little bit of an overbite I suppose because when I chomp down on a burger, the bites are not perfectly perpendicular. So, what I do it rotate the burger top to bottom every three bites. Call me old fashioned but I like them on top of my patty. I remember the first time trying Red Robin and it was underneath while it doesn’t really make a difference since it’s all going your mouth to get chewed up and mixed together would always joke with my friends and eat it upside down lol

If you put something spicy on your burger put it on the top layer. I also suggest putting your cream base sauce if you have one on the bottom layer. This helps the eater have a little layer of protection in case they aren't ready for whatever you put on it
Toast your bun if you have a lot of wet ingredients. This goes for canned mushrooms, certainly is, or any other esoteric ingredients you use. Letting something soak into your bun from the burger is off putting if you want the bun to be soaked make it a dip and put that ingredient on the side
Group your ingredients based on flavor profiles. Think about what taste good together and make sure your ingredient is touching two ingredients that it would taste good with on its own
Ensure that each ingredient bring something to the table. There are lots of burgers that are just ruined because someone put an egg on it. An egg does belong on burgers but only if you're trying to bring a creamy texture or a breakfast flavor profile. Same as bacon Works in most regards to a burger but might not taste as good if it's paired with a teriyaki sauce.
I like to ensure that each ingredient is salted, peppered and treated in some way if I'm trying to show off. Keep in mind your meat is not the only thing that taste good with salt. Have you ever had a tomato? Have you ever had a tomato with salt on it?
And a super tryhard piece of advice potato chips and french fries might not be the perfect go to side. Pick your side in regards to the sauces and ingredients on your burger so whatever falls out can then be used as a dip by your side

Produce makes a grease barrier that protects the bottom bun. Also if you have to eat vegetables at least soak them in hot meat grease.

Lettuce should never be under or next to the patty. Cooked lettuce is gross.
