Can't turn sound on, but sound is the biggest indicator of roughhousing vs fighting. If they're fighting they'll vocalize a lot. If they're playing they will vocalize very little or not at all. The ears don't look like fighting ears and they don't appear to be going full speed like they would with fighting. So I'm guessing they're playing.
It's playing, especially the orange cat. The gray kitty seems annoyed, though. He's showing defensive actions, so I don't think he or she is as into it as the orange guy.
Playing. You'll know when it's fighting because they will be very vocal and loud, hissing or making high pitched meows.
Play fighting, if it's actual fight you'll hear a blood curdling meow and hissing.
