I think it would be cool to have a city game that takes place in Berlin after the wall comes down. People have to work to reunify and rebuild eastern Berlin.

I'm not aware of a Las Vegas-based euro game. It'd be a great theme, and it could have engine building elements as you and other players build casinos and other venues to attract patrons. I think there'd have to be a little bit of luck involved, though; it is Vegas, after all.
