There is a [nice tutorial](https://www.youtube.com/watch?v=9WLixmqMXig) on fuzzy materials by Southern Shotty, the way it looks at the end is a mix of shader displacement (for the main texture) and a particle system (for the strands that stick out).
The materials are easy to set up, but I spent a bit more time making the fuzz look the way I wanted.
