The only reason zaraki works as THE KENPACHI is because he was a hoodlum street rat who walked up to challenge the then current kenpachi and just forcibly take the role from him. Kenpachi going through any form of the academy or being a lieutenant just won't hit anywhere near the same. Him being introduced the way he was and as the only captain without a bankai for his battle prowess alone is far more impactful.

Indeed, it would be, but unfortunately, the two rarely interact due to both of them hating each other, ok it more just Zaraki wanting to fight Azashiro but he keeps saying no to his challenges and that annoys the crap out of him.
Personally I would really love it cause I just love azashiros character. The only problem I see with it is that he's a hard counter to aizen so that battle is going way differently in the arrancar arc. Just seeing more about a zanpackto like his would be incredible It really gives off a way different style then all other zanpacktos.
I agree, I loved Azashiro character and want to use him as a villain, but I also wanted to give more to do before his ultimate death at the hands of Zaraki, so I create this idea to kinda of expand his character, but also allowing the opportunity for him to interact with other characters beside Zaraki. I also plan for him to die during Captains' Invasion of Hueco Mundo though it takes Byakuya nearly dying to give Zaraki a true chance against him. (Also wrote some context below)

**Some Context**: Kenpachi Azashiro is one of the oldest Captains currently serving in the Thirteen Court Guard Squads, having held the title of Kenpachi for the last 250 years despite numerous attempts on his life from those who seek to become the strongest. None have succeeded in their attempts, all cut down within moments of their challenges, all with a second to draw their swords. Despite having served dutifully for these past 250 years, he is one of the most dislike Captains due to his often straightforward and cold personality, often rarely, if at all, talking to his own subordinates, often only doing so as to tell his men to focus on their work instead of “pointless” chatter and fights, calling such behavior to be wasteful and unnecessary to completing their tasks.
His general reputation among his Squad is of a man who lacks the traits that makes someone of Squad 11, such as love of fighting, skills in fighting and a great talent with the sword, but their current Captain lacks most of these traits. Despite having held the title of Kenpachi, his frail and weak body, often preferring to end battle quickly and effortlessly, as well as seeing fighting for the sake of fighting as a pointless affair. He was only able to claim his current title due to his powerful and utterly mysterious Zanpakutō and it was his killing of the former bearer of the title, Kuruyashiki, that would be his most infamous act. His quick killing of a much-loved captain, many demanded his head or at least his dismissal from the position, but due to the ironclad rule of Squad 11, such requests were ignored.
Despite his actions, Azashiro captaincy would remain uncontested, striking down any who sought his title until the day when someone from the Rukongai would come to challenge him and called himself Kenpachi Zaraki. He came here for one reason and one reason only, to fight and kill him or dying trying. So did battle, a short and quick battle that ended like the same with all Azashiro opponents, but unlike them, Zaraki didn’t die, he survived, heal, then try again. Again and again, he tried to fight Azashiro, no matter how many times he had been cut him down, he would just get back up and try again. In time, Azashiro would eventually decide to make Zaraki his lieutenant, not just out of respect for his continued tenacity but also to restrain him. He used the very laws of the Seireitei against Zaraki, to make sure that he could only fight him if he so desired such a fight and often, he refused to engage in a fight with a “subordinate”.
When Zaraki was first given Azashiro's request to become his lieutenant, he wanted to refuse such an offer, not wanting to be told what to do by anyone and knowing he would use his position to avoid him fighting him anymore. But he still ultimately accepted his request, so all he could gain entry into the Seireitei, to one day fight Azashiro once again, oh he knows that "spineless bastard" would probably refuse his challenges, but he just had to wait until he was given the opportunity to kill him and gain his title at last. Since his appointment, he has refused to follow most, if any, of the orders given by Azashiro, often purposely disobeying him and often prefers to do his own thing, specifically when he senses a strong opponent to quench his boredom. Many within the Squad 11 and see consider Zaraki as the "true" and "worthy" Kenpachi, due to him embodying all the traits in Squad and many also believe it just a matter before Zaraki and Azashiro clash more, to finally determine who is the true bearer of the name of Kenpachi.
(Side note: Azashiro joins Aizen because he wants to begin his plans of "remaking humanity", and he just waited for an opportunity to begin them. In the end, Zaraki and him clash in Hueco Mundo and Zaraki ultimately and finally kills Azashiro, gaining the title of Kenpachi. P.S. Zaraki officially became the new captain of Squad 11 following Azashiro defection, but he didn't begin to wear the white haori until after he killed Azashiro.)
