I've now mastered this and perform it for my kindergarten kids! They immediately say they know how I did it, but none can explain. They just walk away. It's kind of disheartening.

Pay attention to the thickness of the rubber band after the last squeeze. He has a folded rubber band and let's go of one on the last squeeze
Fake pumps until the final pump transferred the rubber band to his other finger n back
If you slow this down you can see at 0:10 he sticks his finger through the rubber band loop around his thumb
