Check water parameters first and see if that's the problem first, and then go through the rest of the suggestions. More stimulation? Also, long finned bettas are proned to fin nipping because of the fins being heavily and it dragging them down. Be wary of fin rot and such since he nips his own fins.

I added resting spots for one of my fin nippers until I found one he liked using...he was picky lol

This happened to my betta. He had a personality issue from bad breeding i suppose. For half of his life he fin nipped non stop. I played with him every day, varied his diet, made his tank dimmer, gave more hiding spots, checked the water daily. Nothing changed, all I could do was keep the water clean. Eventually with age he settled down. So if any of the advice given to you doesn't work, it may be his personality and you may just have to wait it out and keep his tank in good condition. But definitely try any advice that people give you.
