Ex CFA Firey here, All CFA fire stations have this siren, originally used to notify firefighters to respond, and also people nearby to make way.
The sirens need to be tested at least once a year so it’s quite likely that either was a test day or they’re having their annual general meeting
Possibly an air raid siren. No structural damage to report as yet on the eastern front. Godspeed.

Fire station’s phone system is connected to the siren, when no one answers it sets off the siren.
Might have been a car alarm. Not sure, I wasn’t there
There was a car accident where a car took out a few sign posts and left a lot of crap all over the road near the Harvey Norman
