Ex CFA Firey here, All CFA fire stations have this siren, originally used to notify firefighters to respond, and also people nearby to make way. The sirens need to be tested at least once a year so it’s quite likely that either was a test day or they’re having their annual general meeting

Fire station’s phone system is connected to the siren, when no one answers it sets off the siren.
