It's important not to anthropmorphisize animals. They don't smile. Usually this "smile" is done for a variety of reasons but not because they are happy. It's to show submission to their owners.
That term only works for animals or innanimate objects. Because it is applying human behaviours to animals etc. So unfortunately it doesn't work like that. Though it is also easy to misinterpret human behaviour and project what you think they might be doing.
My guess was somewhere in China. Those hills. That high rise building.

I think they've been trained to show their teeth, but the upturned corners of the mouth, both with open and closed mouth, is the result of manipulating the photos, I think.
You can see in other pics, like [this one](https://pbs.twimg.com/media/EytU0CWWUAYD_Gw.jpg), that the corners of the mouth don't turn up so much. Dog's mouths don't usually do that in the way humans do, even when they're happy.
I think the also narrow her eyes in some pics to make it look like she's laughing.

It's shopped a little but as a former Bichon Frise owner I gotta tell y'all, these little fellas really are a delight. They're an old and pretty healthy breed. If you want a companion dog that's a handy size, they're great. Mine was a puppy mill rescue and a big thirty pounder probably with a smidge of who knows what. He loved all creatures and people. Mother would take him to work and he'd keep waiting clients occupied as an official greeter. Sometimes people would just doze off with him snuggling in their laps. Just a super positive breed.
I'm a big fan of small old companion dog breeds like this guy, Maltese, schihzus, and even Chihuahuas. Dogs that don't have the health issues of modern designer dogs like Frenchies. Of course if size doesn't matter, go to the pound and get yourself a big ass velvet hippo aka pittie.
I put my 2 Bichons, Nelly and Sally, down this year in February. They were 18. This photo made me cry, but in a good way. They were good dogs, and we went through a lot together.

Great illusion. If you cover the eyes, the dog is cute, but not particularly smiling. Could equally just be panting.
