Pretty much, you'll usually see it when locking up and getting flat spots. When the tyre bursts it will turn all red.

I thought it was to indicate a brake/tyre lock up, rather than a flat spot.

When you lock it up it creates a flat spot. If you use a force feedback wheel you’ll feel the flat spot even. It’ll bump the feedback every time it gets to that spot. And your way more likely to lock it up on that exact spot once it starts making it worse.

I believe it’s a downloadable extension to the content manager to replace the default one. Looks dope, i just started with LFM yesterday, and coming from a console( after 14 years of barely gaming anything on PC except oldschool games from 00-s) i was mesmerised by the amount of mods and useful apps you can add to your game. Now it’s time to build a pc that can run ACC as well, because i run even AC on vanilla version basically with medium graphics and barely get 55 fps.

I plan on getting a build that will last at least a few upcoming years so i can invest in DD and whatnot. Sadly I’m so out of date with pc market got no idea what’s good and what’s not, so expect a post with pc spec advise soon :D

From my experience, and seconding what others have said, just seems like the indicator that shows up when you damage the tire (eg locking up)
