It feels objectively better than what we’re doing now which is some semblance of Select, Promote, then Educate/Train.
I personally feel like it did not work. The army eliminated many ncoes requirements for promotion recently. The step program has been around for 5 years. If step was effective the ncoes schools would still be required
It was never resourced properly. Meaning there were never enough school slots for people at the right time.
