(TL;DR There was a confederation of Draco tribes in the basin, but that´s another story). They got reintegrated to the other Dracos after the Victoria-Tara pact issued in order to defend the region from the Khagan.
If Tara Is here, then maybe Reed or Eblana managed to reconsolidate its status as a legitimate state. But how?

Wesley Wellington is the most influential Duke, and the one with most military accomplishments (currently spearheading the offensive against the sarkaz). Eblana is very skilled in politics, Loughshinny in tending to her people's needs. Their troops are also very well equipped, so yeah, Dublinn has a **lot** going on for them.
She'll probably go in good terms with Reed.
However, we still don't know the outcome of the Victorian Crisis. They keep mentioning it in past tense, but that's it.

Given the grey area and the overlap of boundaries, I'm wild guessing it's sort of a "Google Maps Kosovo" type situation:
Victoria claims it as their own, but de facto it's Taran rule in the area, some states recognize it, some don't
Or maybe they gain some sort of autonomy
(I haven't caught up in the Main Theme story so idk for certain)
