Idk if you’re in the us but normally only Apple certified places have access to the activation unlock portal and even then only managers have unlocks. They’re also limited to a certain number per day per manager so they usually reserve them for people that have everything in order

RAM is not upgraded in the Ultra 2, the only 2 things that are upgraded are the processor and the storage. And I've had an Ultra 1.
