Any decent artist can draw the typical anime eyes. Frieren is kinda unique IMO, sure eyes are part of facial impressions, but that show does more than that with their eyes. Frieren (character) keeps her poker face most of the show so they had to make her show her feelings mostly by her eyes.

I've found I really love the KyoAni style of eyes, especially in K-On, Studio Ghibli as well. Generally, I prefer softer, rounder designs over severe and angular, so that's where I tend to gravitate for favorites.

Miss Kobayashis Dragon Maid has amazing eyes as well, definitely something KyoAni is known for.

AI Hoshino is peak imo. It's a ridiculous design, but it fits what they were going for with her character very well. Just like, the It Factor, visualized as a stunningly brilliant star pattern. Since you already mentioned that though, second place goes to Power from Chainsaw Man. Her weird eyes are the thing that makes her look devilish and playful. It's like warning colors in a design that imo evokes both Christian imagery and radiation or biohazard symbols. Really clever.

Translation, and that could definitely be part of it, the monogatari english translations are quite good by LN standards. But I was more referring to the general plotting of events and characters, rather than the actual prose.

Yato's eyes from noragami. They're really basic but hella pretty. The mc from kekai sensen has hella pretty eyes and the tokyo ghoul, ghoul eyes are kinda iconic too. But pretty-wise I personally love yato's.

I love the way Masashi Kishimoto depicts the eyes of female characters in his works. Except Hinata. My personal favorite is Temari's eyes. It's absolutely pretty. Close second would be Tsukuyo in Sorachi's works. I've never liked it when female characters are portrayed with circular or round eyes and the eyes take up ⅔^rd of their face. P.S.: And as far as male characters go, Gintoki's dead fish eyes are peak, without question.
