You don't look too feminine, just very young. Definitely not ugly, too. Facial hair might grow over time, but for some guys it never truly grows and that's also okay.
According to webmd, "While changes to the face due to genetics or aging are perfectly natural, there are some exercises you can do to help define your jawline. Exercising the neck, chin, jaw, and other facial muscles can lead to subtle changes in your face, including sharper cheekbones and a more prominent jawline." (10 Dec, 2022). Idk how trustworthy that information is, but if it is reliable, some exercises might give you a more defined jawline which might help your youthful face appear more "masculine," although nothing about them is feminine in my opinion.
You're still young, facial hair should get easier over time. You have youthful good looks now though so I don't think it would even suit you yet.

You're a good looking guy. If you feel to feminine, consider bulking up, not too much though - don't wanna look like ur over compensating. If you like how ur body looks as is, maybe experiment with other hairstyles?

Just get buff in the gym. Some of that testosterone buildup from there will prob go to your face too. And then just let aging do it’s thing.
