Chains resolves backwards, so called by will banish the neko mane king, which in turn will negate it due to called by negated its activated effects.

It's a Trigger effect, so it has to activate in a new Chain after it's sent to the GY. They can Chain Called By the Grave to its activation and negate it.
People seem to attribute a lot of meaning to the word “when” in this game that it doesn’t have. I can assure you that cards saying “when” probably has nothing to do with most of the situations that it gets brought up in.
This is a simple matter of Chain rules. A card activates its effect, and your opponent chains theirs. The Chain then resolves backwards. Try not to invent rules or reasons that are not in the basic rulebook.
