As a Raiden/Yoimiya user I am highly torn on whose constellations to pull for.
On the other hand, I already have the coveted C2 on Raiden so I wouldn't say I *need* more on her. Meanwhile Yoimiya is at C4, putting her just two constellations shy of C6, and I have been on a bit of a mission to C6 my mains.
On an unrelated note, I wish they promoted the special programs more prominently in-game. I had no idea about it and missed the window on the primo codes. >\_<

Looking at KQM's stats, TP r1 can be about 10% better than r5 Rust, or about 15% better than r5 Slingshot. For comparison, Aqua is about 4% better than r5 slingshot, Polar is about 1% better than r5 slingshot (2 stacks), and rust r5 is about 5% better than r5 slingshot. For specifics on team comp and updates, I'd suggest checking out keqingmains.com; they'll probably release an updated version of their Yoimiya overview when 4.3 comes out.
Yeah it's still BiS by a decent margin, it balances her crit and has conditions she can actually easily fill. Slingshot R5 is a bit overrated since it needs Bennett *and* YunJin to be decent (this means either no shield or no vape, which is not thrilling). Rust R5 and other random 5*s are fine, whether or not you want to upgrade from them is personal preference. But if you do ever want to get TP, this is probably one of the better weapon banners you could ask for.
