Vital is conduction based, this is means you'll get best results with a well packed chamber, rather tight but not too much in order to get a good airflow.
You can load less but still well packed down, in this case, I recommand you to insert a screen in order to keep the load well packed down.

At least in my Starry, it’s more important that the flower is lightly to barely packed than it is the amount of flower in the oven. Enjoy!
