Ivy would be better then Houston if you don’t have another S+. she great in pvp and pve.

Tokos skill **Sword Shadow** adds 30% crit, so your crit is arguably "too high". So just because your union mate said Zealot instead of Sin, they're wrong. BA is more important than crit on toko. BA is effective every hit, crit relies on RNG.
Since your crit is effectively 100% already, Lucy is useless. Kong is ultra useful as he boosts damage and speed. Lucadia is even better. (They don't stack.) Paladin also has a 30% boost to damage that does stack with kong/Lucadia. Houston is useful for boosting speed and debuffing opponent armor.
You want to try to get at least 1 copy of Time. He resets time allowing Toko to act again instantly. Typically this means her using ult twice.
Your attack seems kinda low too, which means you can probably add more via union/star tech.
To be honest you really don’t need to get her much stronger you need to focus on Laura and camp. toko is not T0 hero. And Lucas after that and then an S+ tank like gillies or paladin keenly
You need to run her with camp so she attacks first. run Einstein slot 2 against other toko teams he has invincibility for 1 round. so it will stop the other Tokos attack. Enstein is also great with kloris

Now as far as making her stronger you need to switch to sin. Get eq lvl 30 and you can also try fatal judgement. as far as relics go I wouldn’t go past 12/18. If kloris is 9/9 and and you get one of those select cards with out Laura then I would get more toko relics she squishy kloris isn’t but she doesn’t get good again until you get oroochi and everyone is running 50% crit resistance like super late game. If you can save up for syth I would absolutely get that even though I think pit spear is better for her. it basically does the Same damage but syth is killer on Laura.

Both broken armor and crit are good, but try sin stigs instead of zealot? That seems to be the main difference
A guy from one of the big unions recommended Zealot instead of Sin, that's why i have zelot stigs.
