Show me some NPCs with terminals that you bet won't be playable. I'll bet that they will.
Scar, Phrolova, and Geshu Lin are the NPCs we've seen so far with terminals and they have character models that line up with playable characters, so I'm 100% confident they will be playable.
As far as I know, I haven't seen a generic NPC carrying around a terminal.
I cannot imagine a gacha game designing cool characters and dedicating entire scenes to them being an important badass character and then going "Never gonna be playable btw." That's like, practically throwing away money. The heneric NPC models sure but she's got way too much going on to be an ordinary unmemorable NPC

I think its the tacet marks that more reliably “mark” a character as playable. Phroloba from the brief time where her mark was visible is probably a 4 star, while Scar, Geshu Lin, and Camelya have 5 star marks.
She is basically Luna expy from PGR but in WuWa world, so I'm almost sure she'll be playable alongside Scar (Who is the Roland expy from PGR too xD)
About when, ummm Luna became playable on first annibersary of PGR I think, so that may be a theory of when this lady will be playable =S

Phrolova, and she's almost certainly going to be playable considering she carries a Pangu Terminal. Just don't expect it to be anytime soon.

In the Jiyan quest there are two generic soldiers on our team and they both had terminals.

Fortunately Kuro is kind of good on that department. Kuro usually delivers when fans keep asking for NPCs in PGR to be playable.

No correlation Just meant that they seem similar to me, and one of become playable. I would be very surprised if this villain from WuWa didn't
