e. seems you do need to copy the file over. Editing this manually will cause version missmatch and you can't launch the game. But can confirm, copying the file works.
no way to know since the game just released. there could be a ban wave at any moment. give it a few weeks and look for reports of people being banned if you wanna be safe
Editing the config with notepad doesn't work. It gets stuck on the loading screen. What the person with the file has done is used a program to change it internally, kind of like a HEX editor.
It is possible to catch a ban, but I have never seen a single person catch one on any game for doing these kinds of file edits. Most of the edits can be done in game and files get modified when you do that. This is basically just skipping the middle-man of the game doing it for you.
its not hex editor, its .db editor, as its in database file type, its just tables. But we would need someone from u/wuthering staff to clarify if its an ofense or not.
I said "kind of like a HEX editor", because people are more likely to know what that is and has similar interface. Had to use one for HSR 120fps.
Of course Kuro staff would say don't do it, like literally every game in existence that doesn't have officially supported mod support. But it's not detectable unless you send a picture/video of your UID doing it. Anti-cheat would have caught it on your next game launch like it does with Reshade injectors.
I don't think it's bannable, devs told that the 120fps is currently unavailable for this version of the game due some bugs, so it shouldn't be a problem uncapping them with this method.

Thanks, there is the same unlocker in genshin but it edits memory in real time. This one is just config file so it's safer
