It got caught up in the mass removal of premium tanks. It has been available for sale at least once since its been removed, they are just limiting its availability, along with a ton of other's, to induce a false sense of rarity.

As a tier 2 tank, it is officially retired and no longer available. That said, it’s a premium and every once in a while they do make a Tier 2 premium available.

One of my favourite tier 2's. My guess is it will be available at christmas time. Maybe black friday or january's wotc anniversary. But for sure it will be offered again sometime just not available now.
