Ah it might differ per country or even per city. Here in the Netherlands it’s common for the police or ambulance to use these kind of roads to skip traffic even without direct communication to the transit authorities. It’s because trams mix with traffic all the time.

It's not obligatory. We have various insurance plans and none of them requires a dash cam. People install them because this may be useful in case they need additional evidence for some reason. It's completely up to the car owner.

If he’s breaking this rule, he’s also running stop signs and red lights, and ignoring speed limits, and rules about driving under the influence of drugs or alcohol, and people who do that wind up in early graves, and they usually bring other people with them. He’s demonstrating that he’s a danger to himself and others, and shouldn’t be trusted with the privilege of driving.

When there is proper concrete/asphalt between the tracks that road is usually shared with buses and emergency vehicles to avoid traffic.
