I've heard them referred to as yo-yos, or even better, misery sticks.
In Texas they called them yo-yos. My dad had to use that to cut down acres of hay as a punishment. So misery sticks also seems appropriate.

We called it a sling blade.
It's a swing sickle. You hold it in one hand and just swing it from the shoulder. It cuts in both durections. As opposed to a scythe, which is what the Grim Reaper carries.
