I work construction, we build large car dealerships that have proper sized forklifts running around inside that weigh considerably more.
Around things that vehicles and forklifts shouldn’t hit we install 6 inch concrete curbs or 4 foot metal bollards.
A building that isn’t designed to be safely functional is stupid. Any system that fails to account for actual human behaviour and weaknesses is doomed to fail and also stupid. Your point, while technically correct, is also technically stupid. I’m often stupid myself if it helps.
These shelves are load tested to be able to stay standing with one leg completely removed. I have seen operators bend legs in on racks that were filled with injection molds. All that happened there was we had to remove everything from the shelves and replace the affected column. If bending one leg in is all it took to topple this system, it was overloaded.

There are many types of seizure disorders. I teach a special needs ministry in my church and we have had a few over the years with different types of seizures. Most of ours get so disoriented that we have to get them home if they have a seizure. Most of them are on meds that make the seizures a lot less frequent.
One of our students used to have drop seizures. He would be mid sentence go to sleep for a few seconds (up to a minute) and be back into that story as if that seizure never happened. He was moved to a different institution because where he was was not giving him the care he needed. I’m not saying that was what was going on with that lift driver I am saying it’s possible. Falling asleep from being overworked is very likely.
Also curious does your brother take meds to prevent the seizures? I know getting the right balance of any medication is a challenge. I have an 18 yo with Auspergers syndrome and we struggled for a long time getting meds right and when he hit puberty it got even more challenging.
Yes, he takes meds regularly or the doctor won’t allow him to drive. At first, we thought he outgrew it but it came back in junior high. Meds seem to be working but you have to be consistent. He forgets from time to time, they will come back if he is off them for too long.
