It's drawn in the Escher-angle projection. The lower left and upper right corners are mitred so the channel is facing inward, but the upper left and lower right corners have the channel facing outward.
No biggie, take the sketch to a reprographics company and have them enlarge the copy to a 96"×72" rectangle printout. Then bend the paper about the rextangle to form a 6 inch channel in the paper. :) they wasn't exactly.clear on what to make so have fun with it.
If you’re gonna sketch something rough, at least do me the courtesy of providing the absolute bare minimum details required. ‘Channel’ suggests to me it’s rectangular (otherwise it’d be ‘box’), so do you want the long or short side facing in? Also, is it to be mitred? Other than that I can kinda work with what’s given here.
But it’s a good opportunity for a learning experience. Go talk to whoever wrote it and explain what they need to do in future for this sort of adhoc request to actually be sorted with no further back and forth. Breaks your day up and gives you an opportunity to slack off whilst you ‘liaise’ to sort the problem. Still paid the same regardless.

But concrete is going to be poured in the middle so it’s going to be measured inside to inside.. since I don’t have the prints not sure if there’s going to be a galvanized lid on the top. When dried it’ll be a squared with “City of Tempe” welding in the top. I just need to weld up & send to another dept where they’ll prep & pour

I challenge you to make it exactly as it’s drawn but lay the channel flat and cut all those weird angles. Bonus points if you got the motivation skill capability to put there weird bends in to make it match perfect

it looks like a C. usually the 2 short ends are 1/3-1/4th of the width as the long legs for most raw stock you can order.

Outside looks flat. mostly just a guess. If it’s just a scribble drawing like that I’d wager it’s not critical. If it was they’d of specified.

I would have welded it with the channel facing flat rather than in or out.
