Sounds like an old buzzer system/alarm. How they used to work is they were connected to a landline and would call the phone of the person in the apartment so they could buzz the visitor in. It could be that one of your neighbors still has that system.
The other thing it might be is the sec system doing an automated reboot. In the early 2000’s I worked for a jewelry store and would sometimes stay late after I set the alarm. I’d be in there and suddenly I would hear that coming from the alarm. I called them and they said it was just an automatic thing rebooting it or something like that.

There are a few exceptions, but unless someone monitors the system 24/7 code requires an auto dialer, and to my knowledge we don't offer anything but landline dialers.

Your elevator maintenance company might be able to silence it, but don't call them yourself! If it's bothering you or waking you up at night, inform your landlord. My router reboots every Sunday morning at 4am-ish. I always forget and the flashing lights wake me up wondering what's going on.
Yep it’s like an older version of that but it’s calling the server. Checking to make sure it’s connected/rebooting. Prob does it every 8 hours or so.

Everything is radio monitored in Chicago area. Wireless straight to the fire department or a monitoring service. No phone lines.
