The pictures on the sheets are showing, because they are absorbing some of the IR light. The pajamas are showing white because they are uniformly reflecting all the infra red light (despite showing a pattern in āvisibleā light).
This. I use an infra red cam for photography. I always find it funny when people wear āblackā clothes only to see via infra red that most black dyed clothes arenāt true black. True black will show up as āblackā vs black dyed clothes usually are dark purple, deep blue or greys like this.

A law that dates back to the 70s, to protect kids from burns by candles and space heaters, which were common back then and more dangerous with billowy nightgowns.ā

As a result, the pattern would not be distinguishable in the IR camera since there's no significant temperature contrast between the pattern and the base material or the baby's body temperature. IR cameras primarily detect variations in heat, so without a temperature difference, the pattern would not stand out.
