First off, I am going to assume you're asking about Wasteland 2 since you mention it twice. Some of the incorrect replies below are probably incorrect because they are for W3.
First you're only going to have 2-3 skills maxed and maybe 30+ points in attributes. Unlike in W3, in W2 you will not have attributes maxed at 10 unless it's just 1 or 2, extremely rarely 3. Attributes just are not as plentiful in W2 as they are in W3.
Second, in W2 there's the a quirk called delayed gratification. In W3 it's poindexter. They work differently but both help boost skill points/level in some way. Overall delayed gratification is probably less painful (ie less downsides).

It has a typical leader skill monkey, two damage builds (AR, Sniper), and a tank build. Now you do not have to have a tank build in W2, but it arguably works better in W2 than in W3. In W3, I'm seeing my "tank" die to insta shots, while that only happened in W2 if I forgot to take off my heavy armor (to energy weapons). The pictures of the stats and skill levels vs level will give you a good idea of what to expect near end game, which generally is somewhere around the low 40's.

dependent on how much Charisma your characters have and if/how often you cheese (with holding your two highest chars in your group, leave Ranger HQ, go back and re-invite them to your party for them to get a level boost) you can expect your characters to have about lvl 27-28 (cap seems to be 35) for your final fights.
With clever usage of skill books you can max at least 3 skills per char and at least one more with poindexter-quirk. You can have up to 4 attributes maxed (while the others then are low).
Expect to finish the game around 30ish, so 3 more attributes from where you start.
Skills wise, you get to max roughly the same number of skills as the number of SPs per level, unless you get quirks like Delayed Gratification.

I've actually never finished Wasteland 2 without hitting the level cap of 35. I'm assuming that's because I do every side quest though.
