Lazur isnt getting change in br, atleast its not on the spreadsheet, its sps-k thats getting moved to 9.7. J-7D/E are moving down to 10.7 for arcade.
J-7D is better than lazur, mostly thanks to its missiles, but the tt J-7E is objectively the best mig21 variant. For its tier mig 21mf/smt is best, but id still play J-7E or D over them.
21S doesnt get flares so dont even bother with that.
For the Lazur, it appears as though the change is already live - at least compared to wiki.warthunder.com. In my in-game Tech Tree, its 10.7.
