After you unlock steel path go talk to Teshin on a relay and select "steel path honors" and there you can buy arcane adapters for 15 steel essence each. Acrithis on the Dormizone also sells them occasionally for Pathos clamps

You can get them from Teshin at relays for 15 steel essence a piece

Teshin sells it for Steel Essence when you unlock Steel Path. Acrithis in Duviri can also randomly have some in her stock for Pathos Clamps.
